Election manipulation?

Polls influence the outcome of a vote, without question its a known fact, so why is manipulating the numbers legal? Who polices the so called polling?

 

They over estimated the NDP by almost 7% and reduced the Conservatives  by close to 7% giving the NDP a false 14% lead. The question is, is the false lead even greater this time? Is it not entirely possible the NDP could lose this election to the Conservatives?

 

 

Look at how far they were off last election, now look at what 338 claims are the numbers for this election. Then they add that there is a 99% chance the NDP will win this riding.

The real question is are they trying to manipulate the vote in our riding?
